Discussion: e-ID and authentication solutions in standardizing personal identity data

The discussion had the participation of Mr. Pham Tien Dung - Deputy Governor of the State Bank of Vietnam, and representatives of the Department of Information Technology, Department of Monetary Policy, Department of Credit for Economic Sectors, Department of Payment, Office of the State Bank, Banking Supervision and Inspection Agency, Vietnam National Credit Information Center, and banking organizations nationwide.
Most organizations are currently implementing customer authentication using OCR technology, eKYC, eye recognition of bank employees, and so on; however, these forms are not currently connected to the National Population Database, cannot match biometrics, and produce poor results when matched on the surface of documents.

Mr. Pham Tien Dung, Deputy Governor of the State Bank of Vietnam, stated during the discussion, "Units must urgently deploy solutions to apply population data to electronic identification and authentication in accordance with Coordination plan 01/KHPH-BCA-NHNNVN." Strengthen account authentication procedures, and comprehensively manage the matter of consumers utilizing "virtual" accounts to operate "black credit" (if any). Banks must be accountable for the use of virtual account information, as well as mismatched and unauthenticated data, in their activities. The banking industry's objective is to ensure that there are no virtual or "junk" accounts for bad actors to use to take advantage of payment services, as well as intermediate payment services for "black credit" operations and breaches of the law."

Standardize data from the ground up using e-identity and biometric authentication solutions
Sticking to Project 06's goals of developing residential data applications, electronic identification and authentication, serving national digital transformation, and contributing to the successful implementation of coordination plan 01/KHPH-BCA -Bank of Vietnam between the Ministry of Public Security and the State Bank of Vietnam, EPAY Service Joint Stock Company brings a solution to authenticate customers with chip-embedded citizen identification cards and through the Internet. Connected to the National Population Database System, used on several channels (online and offline), devices (citizen identity reader, face recognition camera, kiosk), and industries.
The system employs NFC technology and specific devices to precisely authenticate consumer information, prevent identity fraud, and validate data from the device.

For available data, EPAY advises and supports banks in coordinating with the National Population Data Center - C06 to deploy batch data authentication solutions, assisting in the detection of fake/false information, detecting identity borrowing using biometrics, and comparing and processing large amounts of information in one go.  All information about citizens and customers is kept private and is linked to the national demographic database system.
Moreover, the VNeID remote digital signature system connects with mobile banking to assure the authenticity of digital signer information on documents. Acordingly, the digital signer will utilize a level 2 VNeID account that has been verified by the Ministry of Public Security to authenticate identification without the need for specialist devices or the installation of additional environmental software. Remote digital signature technologies can be implemented to remote credit contract opening services in the future, increasing the client experience.
