16/06/2023

According to the assessment of the Police Department of Registration and Management of Residence and National Population Data, the trend of not using cash is becoming more common, and it is vital for the authorities to give the basis and circumstances for individuals to do so. In the past, the Administrative Management Police Department on Social Media has closely collaborated with functional units, based on the national population database, to develop cashless payment solutions.

EPAY, which is based on the Police Department of Registration and Management of Residence and National Population Data, offers a non-cash payment option in the domains of healthcare and transportation, as well as the ability to pay bills in a variety of different ways. Card payment through POS machine, e-wallet, QR code, and so on, which helps to make payments transparent and simple, lowering personnel at client interaction points.

Colonel Vu Van Tan, EPAY's digital payment ecosystem of biometric applications / ID authentication and non-cash payment in partnership with the National Population Data Center, the Public Administration of Police, and the National Population Data Center, stated that In terms of social media, the Ministry of Public Security and other entities are implementing solutions to identify and verify clients electronically in a variety of industries, including banking, healthcare, transportation, and aviation.

(Deputy Prime Minister Le Minh Khai was impressed by the progress made in the application and development of citizen identification, the national demographic database, and socioeconomic growth.)

The National Population Data Center's chip-based Citizen ID authentication solution, developed in collaboration with EPAY, enables connection to the national population database system, query and projection of user information using facial recognition technology, and the ability to authenticate accurate information. When information is validated on several systems, the deployment of the chip-based citizen ID authentication solution in payment and check-in services in the domains of healthcare, banking, transportation, and aviation, among others, provides a convenient, fast, and exceptionally high accuracy experience.

In the aviation field, EPAY's Smart Check-in solution provides an entirely new experience for pre-boarding operations. Previously, each passenger took at least 15 minutes to complete the processes; currently, each contact point takes only 6-8 seconds. Smart checkin not only helps to reduce manpower and check-in time, but also enhances the efficiency of airport security solutions, effectively supporting specialized operations, with biometric technology that meets ISO 30107-3 for anti-fake facial biometrics and devices that meet the standards of the International Air Transport Association - IATA, the International Civil Aviation Organization - ICAO.

Moreover, the self-service Kiosk solution that EPAY provides in the medical field, which uses a chip-based CCCD authentication solution and integrates a cashless payment system into the Kiosk, allows people to complete all operations: register for examination, compare CCCD with chip, compare social insurance information, deposit and pay hospital fees in one device, allowing all procedures to be completed in 15 - 30 seconds for each use. This allows both the medical unit and the patients to operate more effectively, save time, and have a better overall experience.

Colonel Vu Van Tan also stated that connecting and synchronizing information between the specific professional systems of each industry and the national population database system to provide comprehensive services to the people in public services contributes to accelerating the digital transformation, towards e-Government and digital economy.

Over the past time, the Ministry of Public Security has completed the construction, administration and operation of a national database on population with 104 million Vietnamese citizen data, ensuring the principle of transparency “right - enough - clean - live"; issued more than 80 million citizen identification cards with electronic chips and is continuing to strive to complete the issuance of citizen identification for all eligible citizens as prescribed by law (there are 235 communes; 02 localities are Ha Nam, Ha Tinh completed 100% of the issuance of citizen identification and 19 provinces completed registration before May 30, 2023).

The Ministry of Public Security's solutions, goods, and services have been finalized, and banks may now examine and apply them. The Ministry of Public Security has a "digital map" that allows statistics, analysis, and forecasting of data indicators such as density, age, ethnicity, religion, education level, marital relationship, family composition, and so on, thanks to a residential data platform that ensures "right - enough - clean - live" and enriching data. This is critical information for the banking sector in order to develop corporate policies, financial investment strategies, lending, market expansion, and product marketing that are not costly to clients.
